October BAMSAR MINUTES
Minutes of the October, 2005, BAMSAR meeting, held at Bayport. Thanks to Chief Jason Feinberg for his hospitality.
Present: Bayport, Patchogue, Mastic, Center Moriches, Eastport/ County Coordinator Massey.
Excused: Tim Dahlen, Bellport and Mastic Beach.
Old Business:
Dive Rescue 2 closed out. Motion made and accepted, to pay any bills associated with the course.
Table-top drill at Coast Guard Moriches was discussed. Chief Feinberg was invited, and found that the drill had more to do with security issues, than rescue. He was asked to explain what he/we could/would do in an emergency on the ferry. His information on our procedures, and the ability to quickly set up and operate a command post, was well received.
New Business:
The recent jet-ski incident, off West Sayville was discussed. Police were out there well before the Coast Guard or the FD were called. The PD area sector car had requested FD presence, as soon as he arrived, but his command refused. Marine Bureau searched for a significant amount of time before notifying the Coast Guard. As soon as the CG got the call, it was relayed to fire units. The feeling of the membership is that 911 dropped the ball again. Communications between PD and all other parties could have been much better. Due to the lack of information, and the lousy weather conditions, the CG and FD responded, as to a rescue, only to find out afterwards that the call was for a missing boater. The 911 operator wasn’t able to supply a complete description of the missing person, complicating the mission further. A number of well-intentioned individuals from neighboring fire/EMS/rescue services also showed up in their own personal vessels. The membership felt that this was not a good idea, as it, too, hampered operations. It was also felt that unaffiliated departments should to be brought up to speed with the way we do business, particularly in the areas of safety and scene discipline.
On a related note, the Marine Bureau has asked for quarterly meetings with the local dive teams. Jeff Saperstein (Bayport) has taken the lead on this, and will attend those meetings.
Scott Parris (Patchogue) asked if we could get a search pattern class, taught by the Coast Guard, as had been done in years past. John will check with Kris Tsairis at SFO Moriches, to see if we can get that done.
Bayport asked for the use of the BNL pool, over- winter, for training. John will check on this, as well.
